Inconsistent table content in Config Reference

Some configure options are the same in every project but the autogenerated tables put them in different tables.

Just a few examples:
ceilometer.flagmappings:policy_default_rule api
cinder.flagmappings:policy_default_rule common
glance.flagmappings:policy_default_rule policy
heat.flagmappings:policy_default_rule api
keystone.flagmappings:policy_default_rule policy
nova.flagmappings:policy_default_rule policy

ceilometer.flagmappings:notification_topics amqp
cinder.flagmappings:notification_topics rpc
glance.flagmappings:notification_topics amqp
heat.flagmappings:notification_topics amqp
keystone.flagmappings:notification_topics amqp
neutron.flagmappings:notification_topics notifier
nova.flagmappings:notification_topics common

The whole messaging options (amqp, zeromq, rabbitmq, kombu) are different between projects tables.

    Unify option tables a bit

    This unifies some placement of entries into tables accross projects:

    glance, trove, neutron, keystone, cinder: Changed ssl to ca.
    Move debug to debug if such a table exists (ceilometer).
    Move default_log_levels to logging.
    Create logging section everywhere and unify content.
    Move fatal_deprecations to logging.
    Move host to common.
    Move lock_path to common.

    Try to use the same categories for options found in multiple projects.
