Chapter 1 - some issues with PDF output

Bug Description

When viewing the PDF output of most of the larger diagrams for the Ops manual the content is cut off, there is no scaling of the images in PDF and lots of the table content appears to overlap with the next field in a table, this is especially visable when viewing pages 20-21 in the PDF.

I am using Preview.app if that makes a difference.

Adjust Operations Guide Diagrams

    Adding width, depth, and centering to adjust the diagrams in
    chapter 1 of the operations guide to prevent diagrams
    spilling off the page when viewing PDF output.
