The use of plugins and services alias in the neutron configuration are not avaible in OpenStack Installation Guide for Ubuntu 12.04/14.04 (LTS)  - icehouse

Bug Description

According to the bug 1304876(https://bugs.launchpad.net/ubuntu/+source/neutron/+bug/1304876), the use of the alias for the configuration of plugins and services seems to not be available yet. Therefore, the steps related with the replacement of core_plugin and service_plugins values should be changed by the full qualified name class.

core_plugin = neutron.plugins.ml2.plugin.Ml2Plugin
service_plugins = neutron.services.l3_router.l3_router_plugin.L3RouterPlugin

until the bug is fixed.

AFAIK this works on ubuntu and RHEL, probably on SUSE too. Is this a regression that happened recently on icehouse?

I just realized this causes problem with the neutron-db-sync command, not the services...

Apparently the alias wasn't implemented everywhere. However, this issue only appears to affect operations involving neutron-db-manage which isn't required for fresh installations.
