Please insert at step 4.

Create the database tables for the Identity Service:

# su -s /bin/sh -c "keystone-manage db_sync" keystone

This step shouldn't be needed at all for openSUSE. Could you explain why you think it's needed, please?

After running through the steps again, on a freshly built basic server, I see the Identity Service database tables get built when starting the service the first time. My apologies, and my mistake in thinking a create tables step was needed.

What happened was, the first time I went through the process, the service wouldn't start, and I thought it was because of no tables in the newly created db. I retraced my steps, borrowed that command from the CentOS guide, and the Identity Service Started. That made me think missing tables was the cause of it not starting the first time.

But in re-tracing my steps, what-ever-I-did-wrong the first time, i did not make the same error on subsequent run, and the service started.

Again, my apologies, OpenStack is new to me, and I thank you and all contributors for all you have done to advance the platform!
