Bug Description

This page says
"Edit /etc/keystone/keystone.conf and change the [DEFAULT] section, replacing ADMIN_TOKEN with ..."
but there is no text of "ADMIN_TOKEN" in the file.
Instead, the line in the file reads
admin_token = ADMIN

The text is not clear on the icehouse version. The juno version is more explicit: http://docs.openstack.org/trunk/install-guide/install/apt/content/keystone-install.html (2.a).
