Bug Description

In the documentation where controller node is being setup, there is missing command neutron-db-manage to create database scheme. Something like
'neutron-db-manage --config-file /etc/neutron/neutron.conf --config-file <core_plugin.ini> upgrade head'

I've just performed a full installation on CentOS, I didn't have to use this command.
