Havana to Icehouse upgrade for ubuntu - Neutron utf8 charset

The ugprade guide currently instructs admins to update the charset for the database tables for glance. The same step needs tobe done for the Neutron database tables.

For some reason, I didn't need to update the character set for Neutron when building and testing the upgrade process. Perhaps the simplicity of my lab environment didn't trigger this issue. However, if it solves your problems, adding instructions to convert the Neutron tables to UTF-8 before the upgrade makes sense to me.

    Add note for converting Neutron database tables to UTF-8

    Some distributions use the latin1 charset by default, and will require
    conversion to UTF-8, due to later database migration scripts specifying
    the UTF-8 charset in table creation.
