Hi,
This isn't really a bug. In Debian, there's no neutron-*-plugin packages, all of them are contained within the neutron-common package. Anyway, I have just added a Provides: neutron-ml2-plugin in neutron-common so that it does what user expects (eg: pulls neutron-common instead of the plugin package). IMO this bug can be closed already.
