following the step in manual I reached this point. OpenSuSE 13.1, the password I use is not 'KEYSTONE_DBPASS' (I changed it here for bug submit)

# openstack-db --init --service keystone --password KEYSTONE_DBPASS
Please enter the password for the 'root' MySQL user:
Verified connectivity to MySQL.
Creating 'keystone' database.
Updating 'keystone' database password in /etc/keystone/keystone.conf
Initializing the keystone database, please wait...
su: user openstack-keystone does not exist
ERROR 1146 (42S02) at line 1: Table 'keystone.migrate_version' doesn't exist
Final sanity check failed.
Please file a bug report on bugzilla.novell.com against the openstack-keystone package.

Manual fix: Change /usr/bin/openstack-db line 120 from:
 su -s /bin/sh -c "$APP-manage $db_cmd" openstack-$APP

to

 su -s /bin/sh -c "$APP-manage $db_cmd" $APP
