some neutron agent options are in a wrong category

neutron.flagmappings seems to need some tweaks.

the followings are options for recently merged OFAgent agent, not OVS agent. needs a new category?
ofp-listen-host
ofp-ssl-listen-port
ofp-tcp-listen-port
get_datapath_retry_times

CISCO_N1K section seems to belong to 'cisco' category.

ml2_type_gre and ml2_type_vlan ought to have their new categories.

    Update flags and tables for neutron

    Remove unneeded xi:include (metadata agent is not a plug-in)

    Provide tables for new plugins and ML2 mechanisms

    To avoid breaking the large tables appearance by using xrefs, the
    bigswitch table is generated twice (one table for the ML2 mechanism, one
    table for the standalone plugin). This is a (hopefully) temporary
    change. Tables generations will probably be updated in Juno.
