Include an ID on generated configuration-reference tables

It would be nice if the generated tables also had generated and deterministic IDs so they could be linked from elsewhere in the document.

Adding an ID to the tables based on the filename should be possible.

    autohelp.py: generate an ID for the tables

    Use the current package name and category to generate a predictable ID for each
    table.

    Rework some strings according to OpenStack coding conventions.
