Adds the new IBM SDN-VE plugin
It adds a new plugin for SDN-VE, the IBM SDN
controller. The plugin supports the core API
and the port binding and L3 extensions.

After talking to the docs people on #openstack-docs, now I know that doc files for plugins get created automatically and periodically. Any changes to the docs should come through changes to the config file in the code which will be automatically picked up at some point when the docs scripts get executed.
I already see the file for this plugin (IBM SDN-VE) already in the latest clone of openstack-manuals populated with config options. Also a link to this file is added to the file containing the list of plugins at config- reference/ content/ networking- options- plugins. html.
It looks like there is nothing to be done in this front for adding the docs for the new plugin. If this sounds reasonable, I will close this bug or mark it as resolved.
