Bug Description

openstack-config --set /etc/neutron/neutron.conf AGENT \
root_helper sudo neutron-rootwrap /etc/neutron/rootwrap.conf

"sudo neutron-rootwrap /etc/neutron/rootwrap.con"
is needed here!
