Adds tcp_keepalive and tcp_keepidle config options

    Adds tcp_keepalive and tcp_keepidle config options

    Currently the wsgi server will not close connections once requests
    complete and will not enable keepalive on it's wsgi sockets. This can
    be a problem for those who need to align the server keepalive with
    load balancer timeouts without modifying system keepalive settings.

    To remedy this we add new config options tcp_keepalive and
    tcp_keepidle which are disabled by default to remain backwards
    compatible.

We still do not have these documented for keystone - Gauvain, could you check what went wrong here, please?

We don't auto-generate the tables for keystone, we have to manually add the info. It shouldn't be too hard I think.

    Generate config-ref tables for keystone

    This patch imports the autogenerated tables for keystone. Actual use of
    these tables will be done in another patch.

    config-ref: include keystone tables

    Include keystone configuration options in the Identity section.

    There is room for lots of improvements, but this first step will at
    least make the info available.

    Replace "Identity Service" with "Identity service" in the config-ref.
