If the "Member" role is not added at install time, any future attempts at creating a project result in an error

Bug Description

Creating the 'Member' role should be part of the install process.

After doing a full install, if the user tries to create a new project from the dashboard and the role has not been created, he/she will be presented with an error that reads "Error: An error occurred. Please try again later."

Only if the user decides to check the webserver logs (/var/log/httpd/error_log for CentOS) will he/she find that the error is related to the missing "Member" role:

"NotFound: Could not find default role "Member" in Keystone>"

My suggestion is to add a line specifying to create the role:

"# keystone role-create --name=Member"

Right after the 'admin' role has been created.
