Location of 'auth_uri' key in Neutron configuration

When configuring Neutron, I noticed that the guide places the 'auth_uri' key in api-paste.ini rather than neutron.conf. This key also appears to work in neutron.conf under the [keystone_authtoken] header. We should determine the recommended location and update the guide for consistency.
