incorrect cinder service name referenced in instructions to enable cinder for metering

In the instructions to Add the Block Storage Service agent for the Telemetry service:

  http://docs.openstack.org/havana/install-guide/install/yum/content/cinder-install-cinder.html

the second of the service restart commands:

  service openstack-cinder-agent-central restart

seems to conflate a ceilometer service name (openstack-ceilometer-central) with one of the cinder service names (openstack-cinder-volume) and produced an ugly child that doesn't exist (openstack-cinder-agent-central).

So I think you just need a change the restart command line like so:

  s/openstack-cinder-agent-central/openstack-cinder-volume/
