The configuration directives for metadata_agent.ini should specifically mention "auth_region = regionOne" since the default of "RegionOne" (note case) doesn't match the default configuration of Keystone.

    Explicitly define "auth_region" in Neutron metadata_agent.ini

    The default value for "auth_region" assumes "RegionOne" rather
    than "regionOne" which causes the metadata agent to generate
    authentication errors.
