Executing Neutron security group commands (e.g., neutron security-group-list) from the controller generates a HTTP 404 error without at least the following directives in /etc/neutron/plugins/openvswitch/ovs_neutron_plugin.ini:

On further investigation, the firewall_driver configuration is indicated later than the page referenced in this bug. Still, there's a bug on this page, where ubuntu commands did not come through for installing Open vSwitch, so working on fixing this page through this bug.
