I believe Ubuntu 13.10 (Saucy Salamander) provides OpenStack too. I
have not seen the official Ubuntu notice, but: "Ubuntu syncs up with

You're of course correct.

The more technical details are available here: https://wiki.ubuntu.com/ServerTeam/CloudArchive

In theory the same instructions should work, but we haven't tested them on 13.04.

Are you in a position to run through and see if they're OK?

Note that the file you reference is a left-over from a previous book and not referenced from the guide (see https://bugs.launchpad.net/openstack-manuals/+bug/1242249). The wording in the guide is now different but still the guide is for 12.04 LTS Server

The same will also be true of 14.04 in icehouse.

After trying for half a year, it looks unlikely we will find someone to test Ubuntu 13.04 with the install guide for Icehouse ... we just don't have the people. Unfortunately, that means, amoung the limited range of statuses, I have to choose "Won't fix". We'd love to do so, just don't have the resources :(
