Page numbering incorrect for frontmatter to first chapter transition

Bug Description

On the User Guide PDF, the front matter is roman numerals, and ends with iii, but then goes to page 4 for the Overview containing the xi:included Document change history, then goes to page 1 for the next chapter. I think it should go to page 1 for the Overview chapter. Same thing happens with user-guide and admin-user-guide.

Tested against 1.10.0 of maven plugin in pom.xml.

Testing some more, technically the incorrect page numbering is that the Preface uses numeric labels rather than continuing the use of roman numerals. Chapter one's page number label is 1 in http://docs.openstack.org/arch-design/arch-design.pdf which was built with 2.1.2 of clouddocs-maven-plugin.
