docbkx/common/section_dashboard-configure.xml is completely replicated within docbkx/common/section_dashboard-install.xml

the content of docbkx/common/section_dashboard-configure.xml (used only in the configuration guide) is completely replicated in docbkx/common/section_dashboard-install.xml which is used in the compute admin guide and the install guides.

I can't figure out how to include section_dashboard-configure.xml in section_dashboard-install.xml which seems like the right thing. Using a normal xi:include makes it a linked section one level down where for the documents that use the install.xml the content should appear inline on one page (I think).

    Replace duplicate content with include

    The section section_dashbard-install.xml contains a complete
    copy of common/section_dashboard-configure.xml. Let's include
    instead of duplicate.
