Fedora/RHEL Installation Guide needs both RDO and EPEL

Bug Description

In "Installation Assumptions" (http://docs.openstack.org/trunk/openstack-compute/install/yum/content/assumptions.html ) the RDO repository is enabled. This provides all of the Grizzly OpenStack packages, as it turns out however it doesn't include some of the dependencies which come from EPEL. As a result users actually need both enabled.

    Bug # 1198273 - Add EPEL repository to assumptions.

    Added EPEL repository to instructions and modified RDO instruction to
    use a consistent approach (using the "release" RPM). Also fixed prompt
    which erroneously indicated normal user could write to /etc/yum.repos.d.
