Powervm hypervisor does not document instance name size limitation

If the nova.conf instance_name_template yields a name grater than 31 chars, nova spawn fails with the following error:

2013-04-12 06:06:40.1 TRACE nova.virt.powervm.operator ˆ[[01;35mˆ[[00mStderr: '[VIOSE01050020-0062] Partition name cannot exceed 31 characters.\n\n'

There is no mention to this limitation in the PowerVM hypervisor section
