Bug Description
Servers may be booted by OpenStack and given the configured endpoints in various ways, at which point that instance becomes dependent on the endpoint given to it to remain up for its entire lifetime.
This needs to be made clear in an operations manual for Heat.

Heat docs are being moved back to the heat repo (and out of openstack-manuals), reassigning back to the heat project.
