grizzly: add LIO iSCSI support in cinder

If https://review.openstack.org/#/c/18274/ is merged, LIO iSCSI support is added to cinder.

To enable, set "iscsi_helper = lioadm" in cinder.conf.

This requires python-rtslib 2.1.fb27, which is available from pip.

A new command (bin/cinder-rtstool) is also added - which is used to manage the devices

1. write instructions on how to use rtstool in the admin cli guide
2. ensure the note about the package requirement is in the admin-guide-cloud

    Document LIO iSCSI support

    LIO iSCSI support was added in Grizzly. This patch adds a small section to the
    block storage section of the admin guide explaining how to turn it on and
    which deps/tools to use.
