Quantum docs should describe XenAPI setup

Need to cover that the quantum agent needs to run in Dom0, and other such issues.
Also need to cover the required example settings in the XenServer case, with a diagram to describe the networking.

Quantum doesn't really work with XenAPI that well right now, so probably going to defer this work
