I think the URL no longer exists after the i18n project was converted into a SIG.
I don't know where such list is maintained. Perhaps only Ian knows more context.

I think this is probably a question for the TC to answer. Traditionally, "extra ATCs" (non-code contributors) were recorded in the governance metadata for individual project teams so that those contributors would be included in the electorate for their team's PTL elections. This is not relevant to SIGs since they have no PTLs nor elections.
Separately, the TC has previously indicated that code contributors to repositories controlled by officially recognized SIGs should be included in the electorate for TC elections, but has made no mechanism for SIGs to register non-code contributors for inclusion in that electorate.
