It seems a typo from uptream.
In stable-mitaka, the english text is "Change the existing line that with ``-l 127.0.0.1``.", that has a wrong translation.
In stable-newton and master, the english text is "Change the existing line that had ``-l 127.0.0.1``.", which translation is correct.

@ianychoi stable-mitaka were locked in Zanata now, How do we fix it?

Mitaka is EOL, please using latest stable version instead.
