As far as I know, semi-colon is ";" character and colon is ":" character.
According to https://review.openstack.org/#/c/444072/1/horizon/locale/zh_CN/LC_MESSAGES/django.po , it seems that Chinese translators prefer "：" to ":".

Anyway, thanks to @vuuv it was already fixed and released: http://git.openstack.org/cgit/openstack/horizon/tree/horizon/locale/zh_CN/LC_MESSAGES/django.po#n358
