Bug Description

In simplified Chinese locale "Flavors" string is not localized in horizon.

Admin >> System >> Flavors

Since Mitaka translation period for Horizon translation was already over, I18n team does not want to maintain horizon translation in Mitaka anymore.

I confirm that upstream Horizon repository has translated strings for Flavors ("实例类型") and the translated strings are well rendered.
