Bug Description
I log in horizon with zh-cn language local setting.
when we brower network detail, we can see DHCP agent lists.
the zh-ch translation of administrator status of DHCP agent is not suitable.
when status is "up", it says "向上"

This should be fixed in the zanata tool, not directly in Horizon's code base. Our translations are pulled in from Zanata. Changing locally would get overwritten next time we pull translated strings.
