Bug Description

From translation import:

2015-10-04 06:51:56.695 | CommandError: Execution of msgfmt failed: /opt/stack/new/horizon/openstack_dashboard/locale/zh_TW/LC_MESSAGES/django.po:9446: a format specification for argument 'req' doesn't exist in 'msgstr[0]'

I removed the wrong translation from zh_TW so that translation import works again, this needs to be retranslated now
