Failed to install glance using RBD as Storage

Bug Description

When I install glance, pods are always in init state
like
[root@node1 ceph-mon]# kubectl get pod -A | grep glance
openstack glance-api-59b78cf6cf-cgml7 0/1 Init:0/3 0 57s
openstack glance-api-59b78cf6cf-gbw8f 0/1 Init:0/3 0 57s
openstack glance-bootstrap-f42ns 0/1 Init:0/1 0 57s

Check glance-storage-init-lk4m7 logs:
ceph -s monclient(hunting):authenticate timed out after 300
