Cinder-volume backends name affects cinder-volume and storage init

Bug Description

When cinder-volume backend name contains uppercase letters and underscores, it will cause errors in creating init container ceph-keyring-placement- {{$name}} in deployment-volume and init container cinder-storage-init- {{$name}} in job-storage-init.
