how to get loci wheels?

Bug Description

when I am trying to build an nova:rocky-ubuntu_bionic image with python3 as default myself, builds kept failing because libvirt-python cannot be installed. It turns out wheels fetched from docker.io does not have a py3.6 inside.

Can anyone tell me how to build wheel with all requirements myself? thanks.
