Gates report false success with cinder-backup bouncing

cinder-backup pod goes to ready state right after container is started. Despite it fails right away on issue described here https://bugs.launchpad.net/openstack-helm/+bug/1839741, wait-for-pods.sh returns success during cinder and consequent deployment steps because it waits for single occurrence of all pods to be in ready state, that is the case for cinder backup each time pod is restarted by k8s.
