openstack-helm/doc/source/troubleshooting/proxy.rst:

Pass the url via the ‘HTTP_PROXY’ variable，but in the troub\
leshoot file:
  ENV HTTP_PROXY http://username:password@host:port
  ENV HTTPS_PROXY http://username:password@host:port
  ENV http_proxy http://username:password@host:port
  ENV https_proxy http://username:password@host:port
  ENV no_proxy 127.0.0.1,localhost,172.17.0.1
  ENV NO_PROXY 127.0.0.1,localhost,172.17.0.1

So I think there is need to update the usage here.
