in patch "ceph: skip rgw keyring-generator when not needed" ( https://review.openstack.org/#/c/503834/ ),job-keyring.yaml does skip to make rgw keyring when values.manifests.deployment_rgw is false.

but ceph-mon doesn't skip to make rgw keyring when values.manifests.deployment_rgw is false, so it cannot be running. To solve this, logic to check deployment_rgw should be added at daemonset-mon.yaml

@gagehugo I didn't update anything because no further approval was obtained after bug report
. I can't figure out if this problem is still valid since it's been a lot of time.
