Bug Description
Currently, all projects use heat docker image for db_init, ks_user, ks_servie jobs. For me, it's easy to make users confused. So Maybe it's better to use project specific images.

We use the heat image for all non-project specific tasks as it contains the openstack cli, any pymysql.
