keystone token cache incorrectly configured

The keystone middleware token cache is incorrectly configured:
rather than a common Memcached with a matching secret key, each service currently uses a separate Memcache instance, and also creates a key per service - This results in a large number of cache misses, negating the advantage of using the caching layer.

    Keystone Authtoken Cache: allow universal secret key to be set

    This PS allows a cache secret key for all instances of keystone
    middleware to be defined in a single location.
