Bug Description
Only the linux bridge init script processes .Values.
In fact, the traditional OVS backend should also process this to help provide automated setup for both external networks as well as provider networks.
This was always the intention behind providing a values interface for these properties. It is not clear how or why it has somehow become limited to linuxbridge only.
