rubygems FetchError

rubygems.org is very unreliable and it often breaks some OpenStack jobs.

The example of the error you got is:
Gem::RemoteFetcher::FetchError: Errno::ECONNRESET: Connection reset by peer
SSL_connect (https://rubygems.org/gems/beaker-pe-0.12.1.gem)

We also are hitting this pretty regularly in jobs for chef cookbooks, but the error looks different obviously, would you want to include this in your query or rather have us create a separate one? See e.g.
