gate-requirements-integration-dsvm fails due to missing uuid-dev package

qpid-proton fails to build because uuid-dev is missing:

Reason: Commit ce6ef0fe230ff939ae4d583a2262a16d598c32b9 should already be handling this in the requirements repo for the integration job, but for some reason it's not working. Anyway, we need to do this in the requirements project rather than devstack.
