table formatting does not have grid lines with Sphinx>=2.0

The grid lines are gone and I'm not sure what regression caused that but tables are less than ideal now (they don't look like html tables anymore).

(1:48:10 PM) efried: at 1.8.4, borders are there. At 2.0.1, gone.

It's not 6113, or anywhere in the stylesheets. It's in the actual <table> tag, which used to have border="1" (at 1.8.5) and now (at 2.0.0) has no border attribute at all.

I filed and attached https://github.com/sphinx-doc/sphinx/issues/6312 against Sphinx.
