Bug Description

There are a few http calls to fonts or other resources from the openstackdocstheme Sphinx theme. Ensure those can be called by https only, when viewing/building for online use.

For offline use, refer to a combination of bugs to address offline doc builds to ensure all resources can be accessed locally: this bug, 1501641, 1502806, and 1523521.
