openstackdocstheme RST Contents sidebar doesn't match style design

Bug Description

The resolution of bug 1422454 added a "Table of contents" on the side navigation bar, but it is pretty simplistic. There is a mock-up here which represents nearer what the implementation should look like.

The fix for bug 1422454 did introduce some class attributes which can hopefully be used to expose this in css:

Hi Ryan, the expanding TOC in is what we were originally wanting.
