Bug Description
Currently ARP resolution is not supported for VXLAN GPE remote IPv4 instances in networking-vpp. In VPP-17.07 release, API's are available to enable ARP resolution in VPP's GPE control plane. Using these VPP API's networking-vpp should support ARP resolution.

ARP resolution support in VXLAN-GPE
Supports the ARP resolution for remote instances in VXLAN-GPE.
This enables remote instances with IPv4 addresses to reach
one another via GPE without adding any static ARP entries inside
the VM's OS.
