Bug Description:
Following the initial installation and setup of openstack-
RCI:
Based on the log output, it seems that a mandatory file is absent from the version in-scope, which then prevents the application to function normally.
Remediation Plan:
Provide the missing Serial file in the sourcedir before attempting the initial application setup.
