Bug Description
We found that after a host reboot, GPU device is not correctly reconnected to virtual machine. And a virtual machine hard reboot is required to make it work again.
Version: stable/victoria both for nova & cyborg
Ubuntu 18.04 with kernel version 5.4.61-
